Yes, there are local ones too, though they operate at a much smaller scale. Multinationals like PTC and Philip Morris get the most attention, but there are domestic cigarette manufacturers in Pakistan as well, like Premier Tobacco Industries and a few others. The bigger issue is the illicit trade segment which is quite large and affects tax collection.
